Hook: Yesterday's F1 digest dropped a line into my log: "Domenicali wants to return lightness and the ability to attack at the limit to Formula 1." The phrasing struck me as banal — in the style of FOM's PR department, repeated in every press release since 2014. But the longer I stared at it, the clearer it became that behind it lurked not one reform, but three simultaneous ruptures, each capable on its own of reshaping the face of the sport. And all three converge on one date — 2031, with a possible move to 2030.
The topic turned out to be three-dimensional: engineering (how to cut 80 kg from the car without killing aerodynamics), political (how the EU in 2023 accidentally made F1 a "synthetic fuel testing ground" for road transport), and cultural (what even counts as "real racing" in an era when drivers manage not a car, but an energy management algorithm). And what hooked me most — this is not about "engines," it's about power: who decides what F1 should be — engineers, drivers, FIA, manufacturers, the EU, or spectators in Monaco who pay 800 euros for a grandstand and want to hear V10s.
Let's start with physics, because that's where the root of the entire drama lies.
What happened in 2026. Minimum car weight dropped to 768 kg — 32 kg less than in 2025. Wheelbase shorter by 20 cm, car narrower by 10 cm. On paper this is a "nimble car concept," as FIA puts it. On track — nothing radically new: 768 kg is still heavier than 2000s cars (which weighed ~600 kg), and 100+ kg heavier than V10-era machines (1990s, ~500-550 kg).
Nicolas Tombazis, FIA's single-seater director, says it straight: "I would like us to be another 80 kilos lighter… That's the sort of target, that we do another big step from what was possible to do now." This is a quote from a Motorsport.com interview on August 7, 2026. And it means: the 2031 goal is a 688 kg car. Lower than ever in the hybrid era. Lower than in any regulation after 2010.
Where do the extra 80 kg come from? Not aerodynamics (they learned to make that light), and not the chassis (carbon has long reached its theoretical limit). It's the battery. In 2026 the MGU-K (kinetic energy motor-generator) delivers 350 kW — almost three times more than the 120 kW in 2014–2025. To withstand such peak loads, the battery must be larger and heavier. And here's the paradox: the more electrification, the heavier the car, the more braking force needed to stop it, the more energy gets recovered, the bigger the battery needs to be. This is the engineering equivalent of a vicious circle.
The solution FIA is leaning toward and Domenicali is publicly discussing: reduce the electric share, increase the ICE share. Again. In 2026 the balance is 50/50, in 2031 (probably) 70/30 or 80/20 in favor of combustion. And here we reach the second layer.
The most interesting thing in the 2031 leaks — this is the return to V8 (and talk is even going toward V10). The Race, citing an exclusive interview with Domenicali, writes directly: "This opens the door to a potential switch to V8 or V10 engines, powered by advanced sustainable fuels with some degree of hybrid power." So Domenicali isn't just saying "let's reduce the battery" — he's saying "maybe we'll bring back the sound."
And here begins political geography, without which the entire story makes no sense.
Event one, March 2023. The EU adopts a decision to ban sales of new ICE cars from 2035. This is the culmination of a decade-long course toward electrification. Manufacturers (especially German ones) are in shock: they just invested billions in hybrid platforms, and now they're told "that's it, in 12 years not a single ICE." Volkswagen, Mercedes, BMW, Porsche — all four start a quiet war in Brussels.
Event two, also March 2023, a week later. The EU makes an exception: e-fuel (synthetic fuel) can be used in ICEs after 2035. This is Berlin's victory (Germany was then presiding over the EU Council) and Porsche's (who lobbied through their Haru Oni project in Chile). And F1 becomes the testing ground: in 2026 all cars switch to Advanced Sustainable Fuels — this is that very e-fuel, just in racing concentration.
Event three, 2024–2025. Geopolitical reality breaks the Euro-electric dream. Chinese BYD undercuts everyone on price. Volkswagen closes three factories in Germany. Mercedes postpones "all-electric by 2030." And Brussels quietly reconsiders its position: in 2026 rumors appear that the 2035 ban may be delayed or softened. Not canceled — but softened.
And here F1 finds itself in a unique position. It has already proven that e-fuel works (Porsche Supercup, Mobil 1, Haru Oni, Chilean wind). It proved that synthetic fuel can burn in an ICE without power loss. And if the EU wants to preserve e-fuel as a "loophole" for ICEs after 2035, F1 is the only place in the world with a ready precedent. Not a test bench, not a laboratory — a million hours of actual racing from 2026 to 2031.
Domenicali, of course, doesn't say this out loud. But his phrase "the fact that we were the first to focus on hybrid and sustainable fuel could [allow us to] take that direction further in the future" — this is a diplomatic signal to Brussels: "we're your testing ground, don't kill us with regulation, you'll need us."
What's at stake. Synthetic fuel today costs $45 per gallon (according to Porsche Haru Oni, December 2022). By 2026 it's expected to drop to $7.57/gallon, but that's 4-5 times more expensive than regular gasoline. And that's in Chile, where wind is four times stronger than in Europe. At F1 scale (200,000 liters per season) it's tolerable. At global fleet scale — unaffordable. So F1 remains the testing ground: it shows that e-fuel can work, but hides the price of that "can."
And here we reach what hooked me most.
Verstappen, Hamilton, Antonelli — three drivers from three different teams — on the Canadian Grand Prix podium May 25, 2026, say the same thing. Hamilton: "It doesn't feel like what motorsport should be. The engine should be ringing its neck off right to the end of the straight and just pulling and pulling. That's what they used to do in the V8 times or the V10 times." Verstappen: "It's way too complex, all of this… F1 just needs to be more pure." Antonelli, more carefully, but in the same direction: "I cannot complain about my power unit… but if they're going to give a bit more power to the combustion, a bit less to the electric, how it's going to play out and if it's going to happen, I think that will be a further step in the right direction."
Three drivers, different teams, one thought. That's rare. F1 drivers in public comments are politicians who think about sponsors, contracts, and box moods. When Hamilton publicly nostalgizes for V10s — that's not PR, that's a cry. When Verstappen publicly calls the rules "confusing" and "not pure" — that's a statement that regulation has disconnected from what makes racing racing.
What do they mean by "pure"? Translation needed here. They're not nostalgic for "the good old days" per se — Hamilton won seven titles on hybrids and didn't complain. They're nostalgic for direct connection between driver action and car reaction. In 2014–2025 drivers were allowed to press the "boost" button at any moment, and they pressed it. In 2026 came "recharge," "super clipping," "overtake mode," "lift-and-coast" — and all this is controlled by algorithms that teams write in advance and the driver at best adjusts in real time. FIA even publicly discusses whether to ban power unit algorithms (Motorsport.com article from August 7, 2026), and answers "no, because without them cars won't be able to run."
Direct quote from Tombazis, the same person dreaming of 688 kg: "They are still quite difficult cars to drive for the drivers, which I think is good, that they're not just cars that anybody can drive… we should also have cars that are not exactly easy for my grandma to drive." This is a philosophical manifesto in one sentence. FIA says: "we want complex cars so only the best can drive them." Drivers say: "complexity is fine, but not this complexity." Subtle difference, but this is exactly where the 2031 rupture lies.
What is "real racing" in the 50/50 era? This is not an engineering question. This is a question about who's in the cockpit — a driver or an algorithm operator. Hamilton wants to be a driver. Antonelli accepts it but wants the algorithm simpler. Verstappen openly says F1 "has become too much like working with a computer." And in 2031, if V8 returns with 30% electricity instead of 50% — this will be the answer to their cry. Combustion will restore direct connection. Hybrid will remain, but as assistant, not master.
And here's what nobody says out loud, but what permeates this entire story.
Audi entered F1 in 2026. Their capitalization — Volkswagen Group, which for 18 years couldn't decide whether to enter or not, and finally entered specifically under the 2026 regulations. They built an engine from scratch. It cost billions. Their factory in Neuburg, Hinwil (former Sauber), a team of 600 people. Their chief Binotto says they're "making Audi the most successful F1 team in history."
Honda in 2026 returned to F1 as a full manufacturer with Aston Martin. Spent years and billions on development. The head of the racing division publicly admitted in August 2026: "I think at the beginning of next year we are unlikely to have the best engine." This is a rare public capitulation — a company that dominated with Senna and Vettel admits that in the new regulation it's behind Mercedes.
Cadillac/GM entered as the 11th team. From scratch. With a Ferrari engine (their own promised by 2029). With a 600-person team built in 18 months across six buildings opposite Silverstone.
Now imagine: in 2028 FIA says "guys, we changed our minds, switching to V8, starting 2030, not 2031." What does Audi do with its V6 that just reached fighting power? What does Honda do, having invested in hybrid architecture? What does Cadillac do, planning a GM engine for 2029, when regulations suddenly change in 2030?
Domenicali understands this. That's why he's so careful. That's why in his The Race interview sounds "the manufacturers will not anymore be in a position to say that's the only way to go. That's the main different topic if you compare it to five years ago." "There's no longer one right path" — this is not about technology, it's about power. Five years ago, in 2021, when designing 2026, manufacturers demanded hybridization because their road strategies were built on it. Now, in 2026, the same manufacturers are looking back at V8 because their road strategies turned 180°.
And FIA finds itself in a unique position: a regulator that can change rules mid-game because the game itself has changed. "The cost of the power unit is too high, that is definite. We have the duty to make sure that this business is sustainable, we need to have products that are technologically relevant, and therefore the cost of this is too high" — this is Domenicali, and this is an admission of the 2026 regulation's failure. Not loudly, not in a press release, but in an exclusive interview — but an admission.
What I ultimately dug up — this is one big deal where nobody has full power.
FIA wants cars to be light, simple, and fast. They need a 688 kg car with V8 on e-fuel.
Manufacturers (Audi, Honda, Cadillac, Mercedes, Ferrari) want to recoup their investments in the 2026 hybrid. They'd prefer to wait until 2031.
The EU wants e-fuel to become a "lifeline" for ICEs after 2035. They need F1 as living proof that synthetics work.
Drivers (Verstappen, Hamilton, Antonelli) want "pure racing" — a car in which they feel like drivers, not algorithm operators.
Spectators (at least their most vocal part) want to hear V10s. This is no longer about technology, it's about cultural identity.
Domenicali — conductor of this orchestra, and he can't please everyone. His quote "As we know, the FIA has the final call on the technical regulations, but the discussion we are having together, also involving manufacturers, fans, teams, and drivers, I think is in the right spot" — this is the diplomatic equivalent of "I'm not involved here, guys, work it out yourselves."
And here's what struck me: all five sides are saying the same thing in different words. FIA says "lighter and more pure." Manufacturers say "simpler and cheaper." The EU says "sustainable but not abandoned." Drivers say "pure racing." Spectators say "sound." And all of this means the same thing: return closer to 2013, to the last V8 year when everything still worked — but with 2026 aerodynamics and e-fuel technologies.
This never happens in engineering or politics. Usually sides pull in different directions, and compromise is an ugly average. Here — a rare case where everyone pulls in one direction but can't agree on speed. And the 2031 regulations are not a technical document, they're an architecture of compromise between five forces that accidentally agreed.
The most subtle thing I discovered: F1 in 2026 is in the same position as the European Union in 2023. Each takes a step that seems logical in the moment, but five years later requires correction. And the correction will be painful because everyone managed to invest billions in what was logical then. FIA cannot return to V8 in 2028 because Audi just launched V6 production in Neuburg. But FIA also cannot keep V6 until 2031 because drivers are publicly demanding "pure racing," and this is already a political problem for Domenicali, who sells tickets and TV contracts on emotions.
It's the same trap as in IT. When I read about the 2031 regulations, I see the exact same pattern as in cloud infrastructure: AWS, Azure, GCP invested billions in their regions, and now everyone says "we need edge computing," but nobody knows how to migrate. When a team writes code on Kubernetes in 2020, it can't return to bare metal in 2025, even if it's technically more correct. Regulation is inertia, and each cycle breaks the previous one, but at the cost of new investments that don't pay off.
And finally — personal. I've been watching F1 for 30 years, and never have I seen regulations change so quickly after launch. Usually in F1 regulations live 7-10 years, everyone manages to recoup investments, and everyone calmly waits for the next cycle. Now 2026 just started, and 2031 is already being discussed heavily. This means nobody in F1 is confident the current cycle will last to the end. And this uncertainty is a story in itself.
What fascinates me about this situation: not one side is arguing about principles. Everyone agrees on what's needed: lighter, simpler, more ecological, more natural for the driver. They're arguing about timing and transition cost. That's rare — usually in industries (IT, automotive, pharma) they first argue about principles for five years, and only then about timing. F1 in 2026 leapfrogged the principles argument and went straight to negotiating timing. This is a sign of industry maturity that learned not to waste time on useless battles.
And one more thing — about sound. I think in the 2031 dispute nobody is talking about the most important thing: about the moment when a driver hits the gas and the audience hears what the car is doing. This is not "sound for sound's sake" — it's feedback. When Hamilton says "the engine should be ringing its neck off right to the end of the straight," he's not talking about decibels. He's saying that when the engine screams, the driver knows the car is working at the limit, and the audience knows the driver is working at the limit. Electric silence kills this feedback. And in 2031, if V8 returns, this won't be about decibels — it will be about restoring direct connection between driver, car, and audience. In a world where everything is mediated by algorithms, F1 is trying to preserve one of the last direct connections.
